Selling a Car in Brisbane Without a Safety Certificate: What Queensland Rules Allow

If you’ve tried selling an older car in Brisbane, you’ve probably run into the safety certificate question. It used to be called a “roadworthy”, and plenty of sellers still call it that. For a car with worn tyres, a cracked windscreen or rust, getting one can cost more than you expect.

When a Safety Certificate Is Required

According to the Queensland Government’s safety certificate page, a safety certificate is needed when transferring registration to a new owner, when transferring to Queensland registration from interstate, and when re-registering an unregistered vehicle.

Since 1 September 2021, you no longer need a certificate just to advertise a registered car. But you’ll still need one to complete a private sale where the registration transfers to the buyer.

What the Inspection Covers

The safety certificate inspection checks basic safety standards, including tyres, brakes, steering, suspension, body rust or damage, the windscreen and lights. It isn’t a full mechanical inspection, but on an older car, any of these items can mean a repair bill.

When You May Not Need One

There are exemptions. If the car is unregistered, for example because you’ve cancelled the rego, a safety certificate generally isn’t needed to sell it. Some sales to licensed motor dealers are also exempt. The rules have specific conditions, so check with the Department of Transport and Main Roads (13 23 80) if you’re unsure.

The Real Question: Is It Worth Fixing?

Say your car needs new tyres, brake work and a windscreen just to pass. That could be well over a thousand dollars, spent on a car you’re about to sell. For many older Brisbane cars, that money is never recovered in the sale price.
